There probably is no difference in the wake of a 29 footer and a 31 footer but I'm certain they didn't just arbitrarily pick a number, they had to draw the line somewhere.
I agree that it is wrong for a marina to be able to sell bigger boats than the law allows an individual to purcahse from a dealer away from the lake. Everything that is already floating should be Grandfathered in and that should be it no other exceptions.
You are correct, there are lots of boaters on the lake that could use a boater education refresher course.
