1. barnet lawley was the lobbiest for the trial lawyers , now he is the guy charged with enforcing the boat ban.

2. he does not like the law and does not want to enforce it, and said he won't.

3. the current lawsuit is among other things asking for a tro, but the judge has yet to grant it and probably won't.

4. a person or persons who oppose the law need to hire a lawyer and file a petition for a writ , mandamusing lawley to enforce the law.

5. that case can be put on "fast track" and the lawyer needs to do a really poor job when it goes up, so that he loses.

6. in the mean time the plaintiffs in the current lawsuit need to interveen in the new law suit.

7. this will permit them to move faster and go up against a guy who is trying to lose.
