I don't doubt that government could screw something up like that so badly, but i am unclear where the city water would come from unless their water lines are leaking like a sieve. I am in the commercial development business and most water intrusion in sanitary sewer lines comes from leaking storm sewer pipes, which are not under pressure like a water line. Hence my comment on the reduction in flow during the recent period.
