I agree, he (or she) will pay for their poor judgement. I am sure the punishment will fit the crime. The obvious guess is that the person ran to avoid BUI. However, since this is the obvious guess I was just adding that there may have been other reasons for the person to leave the scene.

I hope that the person did come forward and will cover any financial burden caused by the damages, (to include any pain and suffering).

This should be a not to everyone who boats at night- don't make the fireworks show your only night trip of the year. Stay familiar with the water and do not stop in in mid channel (not that tis person did, just that stopping in mid channel at night would not be a wise thing to do)... Also, a hand held spot-light does wonders at getting peoples attention...
