When the folks built my pier, they had to remove 4 old posts. The water was up then. But they attached their winch to them, put some pressure on it and waited. After a few wakes came by, the old posts popped right out.

As for getting them out to replace. Well, if your gonna replace them, you're gonna have to dig I would think. Sorry, I know thats not much encouragement.
