1 Determine the minimum necessary flow in the Alabama River to not cause enviormental damage.
2 Determine the flow into all impoundments that affect the flow of the Alabama River.
3 Flow out of all impoundments an amount equal to the amount flowing in, excepting the southernmost impoundment that is not at full pool. The southernmost impoundment would retain all waters not necessary to flow the minimum determined in step one until it flled.
4 Upon filling the southernmost impoundment begin working north until all impoundments are at full pool.
5 When all impoundments are at full pool, release all excess in flow, but no more, thus keeping all impoundments full and flowing the river by the amount set by God and mother nature.

Let God and mother nature take care of the mussels etc. Dams and impoundments were made by man for man, not for mussels.
