I don't thnk that my proposal would hurt the mussels unless G0d's plan did.

You see enough water would flow to protect the mussels untill the lakes all filled up.

In droughts occurring after the fillup, all lakes would flow as much out as they had flowing in. This would result in the same amount of flow during a drought as there would have been had there been no drought, or the amount of flow that God and mother nature had chosen to supply without supplement or depletion by the dams
