You have a ground fault. I'll bet that there is a poor connection underground going to your boat house leaking current into the ground and showing up as a potential difference with your neutral.

Make sure that any underground splices are waterproof.

Now there are some oddball causes like a short in an electric water heater or a neighbor's ground fault but not likely.
