While its not clear who is leading this charge, I would suggest looking at downstream industries and towns and you will find the source. I sympathize with their position in that they have certain economic interests in maintaining flow in the river. Property owners likewise have their personal and economic interests in keeping lake levels up. A high tide (or lots of rain in this case) benefits both parties and the food fight starts when a drought happens and one or both interested parties suffer.

This is exactly the same battle happening between the states of Georgia-Alabama-Florida. There's no easy solution other than lots of rain but we need to have an open mind that all the stakeholders have a legitimate interest. I don't envy the COE or APCO or whoever has to try to please competing interests.
