If you need some insight into both topics send me an email. I own an environmental consulting company and we do a lot of landfill and wood treating work.

If there is an old creosote plant that hasn't been addressed there is likely soil and groundwater contamination. Also, many of these plants also used PCP and/or CCA to treat wood, both of which can be a bigger issue that creosote.

I looked at the picture but couldn't tell if they were landfilling or just clearing land with trees that had been bulldozed in the middle. Definitely worth looking at in more detail. If it is an illegal landfill we can notify ADEM and they will inspect the site.
