I have the same problem. The previous owner built the dock level with the seawall rather than having two steps down at the sea wall. I will eventually lower the dock. My first lake property seemed just right to me. The joists were over half submerged on those rare full pool days. Even at 489.5 weekend waves made a nice splash through the board gaps. I think ideal would be for true full pool to be at the top of the joists, but reality is you'll have to vary that somewhat so that the height of any steps from land to dock are not awkward.
