There is no current issue, since I am not yet a member ;-)

Actually I would propose first a method of submitting a vote in absentia, as alot of people who want their voice heard can not be present at all meetings. This could be accomplished via numerous means, electronically (secure web site) being one. Since the bylaws do not identify all votes (or any) are anonymous I assume that it is either done by count of hands or other mechanism. If done electronically (via web site) that would give all persons the opportunity for their voice to be heard. They would have to waive the right to anonymous vote if they selected this option, and their membership number, name, or other identifying feature would be publically displayed for accountability purposes.

No proposal could be voted upon that was first introduced in the same meeting when the vote was expected to take place. The person making the proposal would have to make the proposal public (on HOBO secure website accessible only be members) at least one week prior to scheduled meeting. This would stop the possibility of "Stealth Legislation" within the organization. No possibility of meetings or votes without one week prior notice to all members.

Voting would be open during the week prior to the meeting, and the results posted during the meeting and rattified at that time.

This proposal would require an additional capability of the current web site. It should only be available to ACTIVE MEMBERS. This capability could be "donated" meaning someone do the work as a donation, or HOBO could fund the necessary capability. If I actually were to make this proposal, I would have done homework and provided cost analysis.

I think that would be my first "issue"...
