No, I don't think they sit in Washington and try to figure out how to screw me. And yes there are market fluctuations. But, if you look at the overall economic indicators, they are down. That is why the Fed kept dropping the interest rate -- to stimulate the ecomony. That why GWB gave out his stimulus checks - to stimulate the ecomony. I'm not making this stuff up.
