I don't claim to be an expert on WMD, but I did take a couple of classes on it. As I recall, the process to make enriched uranium, used in nukes is very difficult. I think the bigger fear was not that Iraq had the ingredients and would be making WMD, but that they would sell it to a country that had techiques and the capability for doing so.
I think that we were more concerned about chemical and biological weapons that Iraq might have been working on.
I'm sure the President is briefed on these kinds of transaction in his daily intelligence brief. This would likely have been highly classified, so of course, the President would not have been able to release it to the public, without jepordizing the source as well as the operation. It's a scary world out there. If on any given day most of us knew what was really going on in the world, we'd be scared to death. Luckily, our intelligence is very, very good.

I don't think this revelation necessarily vindicates Bush, but it does illustrate that we not only need to be concerned about finished WMD, but also about the raw ingredients and who is seeking them out on the black market.

Regarding Valerie Plame/Joe Wilson. I kinda doubt that it was Valerie's decision to have Joe Wilson go to Africa. From what I can gather from people that knew her, she was a mid-level manager. He was an old Africa hand, having been an Ambassador there. (I met him once at either State or NSC and he had just taken over the Africa bureau). He certainly would have had the contacts and I suspect that this was not his first "consulting" job. Plame/Wilson were on the Washington social circuit and I'm sure it was a loosely kept secret that she was an operative. I think there was less here than met the eye.
