I think Bush does deserve the credit for his response to 9/11, and for putting the wheels in motion to tighten security and giving additional resources to the intelligence community that were badly needed.

Where I think Bush fell down was allowing himself to be persuaded to have the little fling in Iraq, which diverted forces and attention away from where the bad guys really were (and still are). And I think that his judgement in supporting Pakistan to the extent they placed restrictions on the tribal areas was poor. (Pakistan has never been a friend to the US, IMHO, they just like to use us when it's convenient). I think he took very bad advice from the Defense and State establishment (Rumsfeld didn't like Afghanistan for the lack of hard targets; and Wolfowitz and Feith (among others) had their own agenda. I think Powell should have tried harder to convince him that IRAQ was a bad idea.
