You can get the guidelines from from Al Powers shoreline permit site.. In any case, they will want to be involved and it's fixing to cost someone $250 for the APCO application. Your contractor should know this stuff, but you can get the straight skinny from APCO at 256-825-0053.

Might consider concrete vrs wood.. Replaced 300 feet of wood (with concrete) last year after a short lifespan of 8 years... Can suggest a good guy to give you an estimate if y'all are interested.
