Hardly the first time the US paid. Remember "coalition" warfare? All those 3rd world countries that jump on the coalition bandwagon put out their hands and say when do the bucks start flowing? Lots of countries get earmarks.
This doesn't make me any angrier than what we have spent in Iraq rebuilding that country.

Another way to look at it is that we are helping the people of Gaza and this will make them feel friendlier to the US and less likely to join terrorist groups. I'm sure that's how it is being billed by the State Department.
