It has actually been my expereince that an under powered pontoon is the least effecient. With the smaller motor you have to run at higher RPM's to acheive a decent cruising speed and with a larger motor you do not have to run WOT to acheive a nice crusing speed. There has always seemed to be significant increase in fuel consumption at WOT as opposed to say 2/3 throttle. It is also nice knowing you have the extra power if needed, either for top end or to throttle out of 'situations'.

I would go with the highest HP allowed by the boats rating. This is just my personal expereince and observations.
