I saw a clip of it on TV. I'm wondering why it surprises you -- I've rountinely heard that kind of tone out of member of Congress used on other people. They just say what they want. Who's going to stop them? Certainly not the person testifying.

I can tell you that when preparing for Hill testimony, the Congressional Liasion people in DoD will tell you to expect this and to not respond in kind or let them throw you off. There is a reason that the Members of Congress are sitting on a dias and the person testifying are sitting below them.
