Probably either stolen or run over by a boat. If owners would connect the buoy with about 10-12 feet of 1/4" stainless cable and swages, it would be much more difficult to steal. If run over by a boat the cable may snarl in the prop and the boater will still be attached when you come back, or it will have cost him a pretty penny.
