I agree with you that it is totally incomprehensible. So I often wonder how those that embrace it, as well as those who are totally dead set against it can know what is says. We're left to rely on pundits, and who knows whether they know either.
The sad new is that every piece of new legislation is like this. They cross reference other acts, other legislation, etc, until your eyes just cross. Even the lawyers don't agree on what it says. The WSJ guy that is in the video tells Greta Van Stustrand that "this is what it means", but he says "I have a Masters" which I don't think means he has a law degree or specializes in health care.
If you don't understand what it says, how can you know if you are for it or against it?
