First, I don't know whether MARTA deserves bashing or not.

But hypothetically, if it were poorly run and still gets 500K cars off the road, how many might it get off the road if it were more convenient, efficient, and cost effective?

Now y'all can debate whether it is or isn't efficient and effective, but we need to ask if good ( the present 500K cars) can be better ( a potential 600K, 700K, a million?). Would seem to me "better" would be attractive to everyone, liberal and conservative.
