You are correct GF, this is also another redistribution plan that our generous Government is sponsoring on our dime. It does not matter who is administering the money - in this case it just means that the Feds will take their "fair share", will pass the balance to the states who, believe it or not, will take their "fair share." Think of it as trickle down economics viewed in a carnival mirror.
