If I read between the lines of the July 15th DecaturDaily, it would seem that not only are the lake systems of Eastern Alabama suffering from drought, but also are suffering from poor crafting of legislation and poor planning by the COE. If the 2005 dredging of the Alabama River was undone by Dennis, why was it not rescheduled in late 2005 or early 2006. If you use Katrina and Rita as an excuse for not dredging in 2006, what about in early 2007? Well it seems the answer to that one is that our lawmakers tie dredging funds to the amount of barge tonnage. Well, duh, if the river is too shallow to allow for barge traffic, how does this legislation make any sense? The proverbial Catch 22 that for the citizens who make a living on the river should have never occurred. Surely there was a bill passed in Congress this year that could have some pork added for the COE to allow required dredging for commerce purposes. Bottom line, what we all have seen is not solely drought related.

Bad news is the COE is going to drain the Coosa and Tallapoosa watersheds to try to float barges for one wood chipper. We're suffering through the worst drawdown in history so the Corp can cover its butt.

Or for there to be enough water to get the dredging equipment in place. Then they can dredge the river just in time for the next crop of gulf hurricanes predicted as the long standing low pressure trough over the southeast, gives way to a high pressure extension of the Bermuda high at the end of July. This will supposedly steer tropical systems away from the eastern US and across Florida and into the Gulf similar to 2004-05. Not a good situation to be in for the COE, but what choices do they have? The timing of this dredging with a few Gulf hurricanes that dump more sludge into the river, may put the corp in an uneasy position next year if barge traffic is slowed another season. Just because we get a normal winter rain, I remain guardedly optimistic that our lake levels will return to normal next year. Too many variables.....
