We took our seadoo's out last weekend and had a blast. It was beautiful, warm and I thought it was spring. .... Until I woke up this morning and looked out the window and saw SNOW! Praying for warm weather, lots of water and beautiful Alabama sunshine!

It is exciting to see the level at this time of year ... gives us every opportunity to enjoy all those beautiful alabama days. But we still need rain. Hopefully as the fill Martin to full pool they will only release with rain. I am also anxious to see if when they bring it down for next winter they will only bring it down to 483 as rumored.

Unless another one-year variance is sought for a 483' pool level for next winter, APCo has stated that they will follow the longstanding flood control guide curve specifying 480'.

Their was an effort by APCo to seek a multi-year interim 'variance' for 483' to facilitate relicensing studies that are being planned for the next four years leading up to the issuance of a new FERC license for Martin. However, FERC recently denied APCo's desire to do so.

So, if the dwindling drought situation re-emerges as a major risk later this summer, that may provide the necessary impetus for another one-year variance request by APCo. Right now, it look like the odds are heading south. We'll see six months from now if new rumors have legs or not.

Folks, also note that the temporary rules variance is in effect only until April 28. After that, the minimum outflows from the dam will go back up to normal levels.

IMHO the biggest difference you will see this year is in response time to variance requests. Last year APCO asked in June and got no response until September, and only then because the Governor got involved. IF the drought conditions continue, as they have YTD, I think further variances will be granted, and in much more timely manner.

a little. APCo had an informal visit with FERC to discuss some modeling they had done to support a multi-year variance for a relicensing study. Based of what APCo presented at the meeting, FERC said that they could not approve - no formal request was made and no formal denial was issued. More thought needs to be put into the modeling and re-presented. HOBOs have had two meetings (with Arnold there also) with APCo on this issue recently.

Remember, the precedence has been set with this year's first ever winter level variance approval. There's hope.
