1.Pass laws with sufficient penalties to make people comply with existing rules and new rules.
2. Make all boats that use this lake purchase a lake sticker. Make the cost of such sticker sufficient to provide funds to quadruple the number of Marine Police.  (many lakes do this ie Lake Worth in Texas) Limit the number of stickers to a safe amount. Maybe 3000.
3.  Prohibit docking lights on boats.  (people cant seem to use them just for docking)  they were everywhere on the 4th.
4. Prohibit strobe lights on boats except as required by current law.  Strobes are for danger buoys.
5. Set aside uninhabited slews for tubing, skiing, wakeboarding and any other activity that involves towing a person behind a boat. Prohibit towing persons in any other part of the lake.
6. Pass the 100' proximity law. 
7. Make it illegal to stop your boat in main channels. Except in emergencies.
8. Make it illegal to run at a speed other than idle speed or on plane at such speed as provides for the smallest wake.
9. Limit the number of people that can occupy a watercraft to 6 or the number specified by the mfg., which ever is less.
10. Require all people on a watercraft to sit aft the driver.
11. Require all people on a watercraft to sit while vessel is moving.
12. Require anyone who wants to drink to have a "drinkers license"  make such people choose between a vessel drivers license and the drinkers license.  You can't have both.
13. Require liability insurance in order to purchase a vessel drivers license.
14. Prohibit smoking on or within 100 yards of the lake.
15. Require everyone who wants a vessel license to do continuing education.
16. Establish speed limits for chronically congested areas.
17. Prohibit camping and fires on islands and other places not designated as campsites.
18. Put a 25 cent deposit on beverage containers carried on the lake.
19. Make littering a class A felony.
20. Prohibit pontoon boats from exceeding 20 mph. They are not designed to be highly maneuverable and often are driven by the inept.  (unlike catamarans and other go fast boats) 
21. Prohibit cabins on boats with plaining hulls. Such cabin boats have poor visibility.
22. Require all planing hull boats to have sufficient power to plain in 100 yards or less.
23. Make it illegal to transport a pirate dummy on a PWC.
24. Require all marinas and boat repair shops to give a binding written estimate of repairs, a binding time frame during which the repairs will be made, and a stipulation that if such repairs are not done according to such estimates or time frames that they will be done for free.
25. Require all restaurants to take reservations, seat guests within 10 minutes of the reservation time and serve guests within 20 minutes of placing orders. Require such restaurants to turn away guests if the wait is more than 30 minutes or offer the fare for 50% of the normal price.
26. Require all concerts which can be heard on the waters of the lake, to provide bandstands within 200 feet of the shore with the musicians facing the lake and having a free mooring system for boaters sufficient to accommodate the number of boaters who register to attend.
27 Require every entity possessing or controlling a   "BRIDGE TO NOWHERE" to hold, on such bridge, a free concert every year with a talent that is ranked not less than 5th in its category.
28. Require counties to provide sufficient septic systems (instead of making unreasonable demands on entrepreneurs)    for restaurants that want to locate on the lake. 
29. Tax all lake front land owners and boaters sufficiently to provide liability coverage for down stream flooding cause by keeping the lake as a "run of the river" lake.  Then require APCO to maintain the lake within 2 feet of full pool, as they do with lake Mitchell.

Amend Rule #25 as follows:
In addition to requiring a restaurant to accept and honor reservations, require the guest to provide a valid Credit Card when making the reservation, such card to be charged $25, $50 if the guest is a "No Show".
Also, if the guest arrives late by more than 1 minute, he goes to the end of the line.
