I searched online for the Stillwater Declaration. Section 6 Item 22 of the online Declaration is dated 1998 states that “dogs and cats are not allowed to roam and dogs must be within a fenced area or on a leash.” Can you explain the inconsistency with your statement that there is no leash law within Stillwaters?.Also, it states they must be within a fenced area so control should not be a question. THE TRADITION AT STILLWATEthRS DECLARATION OF COVENANTS, CONDITIONS AND RESTRICTIONS VI.22 Pets “Dogs and cats shall not be allowed to roam unattended within the Overall Development; all dogs shall be kept and maintained within fenced or walled areas on a Lot or Dwelling, as approved by the ARC, or otherwise under leash; “

What you are citing are among the documents written and administered by a different homeowner's association.  During the years that the Arizona Baptist Foundation owned StillWaters they constructed the second golf course and initiated a new and far more strict set of covenants (the Traditions) governing the properties around the new course.

Mr.Phillip Zettler bought both courses and a substanial additional amount of acreage from ABF.  He also bought the rights to the Traditions covenants and formed another hoa in StillWaters.
