Some sure. There was one spot where some creek water was seeping in as I remember from a previous article. Less creek means less seepage. But what shocked me was the amount of city water that was leaking into the system. You would think the water department would have better control of their only asset. Only a government agency could do that. If a business had that kind of shrinkage they wouldn't last long.

I don't doubt that government could screw something up like that so badly, but i am unclear where the city water would come from unless their water lines are leaking like a sieve. I am in the commercial development business and most water intrusion in sanitary sewer lines comes from leaking storm sewer pipes, which are not under pressure like a water line. Hence my comment on the reduction in flow during the recent period.

According to other news articles you are correct. The problem was storm sewer water.
