Anchorbaydon posted an item a few days ago that may give us insight as to the motive for the boat ban. We all know that land and home prices are very high and getting higher on the lake. So high, that one can buy a large boat for considerably less than a cabin/home on the lake. Thus, persons are turning to “floating cabins” (houseboats, big power boats) and docking them at the lake instead of purchasing a land based abode. Perhaps developers realize that it could become increasingly difficult to sell high-end homes if “floating cabins” were allowed. They may be simply supporting a law that would eliminate alternatives to high-end homes by eliminating this type of competition.

It appears to me that it is not competition from the "floating condos" that is the problem but the impact on the attractiveness of the lake, and therefore on real estate values, that is the issue.

And guess what? If it increases one guy's property values, it probably increases the next guy's property values. As a property owner on Lake Martin, I am for whatever increases property values.
