If you're planning on putting it on Al Power's easment (15' from high water mark, I think) you had better check with them.  Russell Lands is the only one I know that has done that.

If your proposed beach gets much wave/wake action at all, the sand you put down this year will be washed down to your neighbor's beach next year.

This would be for an area above the sea wall. A place for the young kids to play before walking in getting sloping shore bottom.

What you will be building is a giant cat litter box that you and kids will go through on your way to and from the water.  When I bought this house it had a big play area filled in sand.  I fought keeping it relatively clean for two years before I could get rid of it.  There was a LOT more poo than what I thought the few cats in the area could do.  I have since found out there is a very large population of Ferrel cats in the U.S. 

Also as already mentioned, sand will erode very quickly with waves or rain, and even on shoes, feet, clothes, butt cracks, etc.  You might consider alternatives such as a small pea gravel or even the shredded tire fill that is used in most public playgrounds now, although it is light enough to erode easily I would think.

This is just my opinion base on past experience.  Others may have different experiences and opinions.

P.S.--- The Ferrel cats referred to in this post are the 4 legged kind, not the two legged one that roams free on this forum.  I am sure the four legged ones are better behaved and easier to train, not to mention that the two legged one is definitely full of poo.  But he mostly spews his on this forum, I doubt he would be pooing on your beach, but I can't promise....;<)
