I posted the following on 2/26/08...
"As I have posted previously, at the January 14, 2008 meeting of the Tallapoosa County Commission, a resolution for the formation of Russell Crossroads Improvement District and a resolution for the formation of Russell Crossroads Cooperative District was passed unanimously. As with all matters that come before the commissioners, very little detail is made available to the public."
This most likely gives them the right to pass along any charges they wish within this district. Details are a matter of public record for anyone willing to dig in to it.

I now recall that, and that explains a great deal.

You might want to read the Code of Alabama, Title 11, Chapters 99, 99A, and 99B about the different types of "Districts" that may be created within a county or municipality. The reference is available on the Alabama Legislature's web site: http://www.legislature.state.al.us/CodeofAlabama/1975/coatoc.htm.
Only the resolution passed by the County Commission can tell exactly what was created and the authority granted to the district, but an assumption might be an Improvement or Cooperative District. The COOP fee may be a fee extablished by the district to offset the cost of infrastructure and maintenance within the district like Homeowner Association Fees are for many residential developments.
