Unexpected Urgent Refugee and Migration Needs Related To Gaza
Memorandum for the Secretary of State
By the authority vested in me by the Constitution and the laws of the United States, including section 2(c)(1) of the Migration and Refugee Assistance Act of 1962 (the ``Act''), as amended (22 U.S.C. 2601), I hereby determine, pursuant to section 2(c)(1) of the Act, that it is important to the national interest to furnish assistance under the Act in an amount not to exceed $20.3 million from the United States Emergency Refugee and Migration Assistance Fund for the purpose of meeting unexpected and urgent refugee and migration needs, including by contributions to international, governmental, and nongovernmental organizations and payment of administrative expenses of Bureau of Population, Refugees, and Migration of the Department of State, related to humanitarian needs of Palestinian refugees and conflict victims in Gaza.
You are authorized and directed to publish this memorandum in the Federal Register.

The PD is authorizing State to spend a (small) amount of money on humanitarian assistance to Gaza refugees. These are not secret, they happen all the time for a specific effort, usually for a short period of time. The migration part doesn't mean they are coming to the US, but we may be providing some money to help NGOs get them resettled (probably in Jordan).

Regret to inform you that we have been providing small amounts of assistance to Palestinians for a long while. Even under Bush.

With the April 15 IRS deadline still in my rearview mirror, it is difficult for me to think of $20M as small. But then, I just pay it, I don't get to spend it.
How about a dollar-for-dollar match between offshore humanitarian aid and Domestic humanitarian aid, specifically homeless shelters that actually feed and sleep people through voluntary contributions? And, I ain't talking Welfare.

Hound, over the years, this is no small amount of money to the Pali's. So ok, even though we are not providing a plane ticket to the US of A to these wannabe martyrs, am I being a bit cynical or is giving my tax dollars to the UN who ultimately oversees dispersment of it to these so called refugees seem like we are growing seed pods of terrorists under the guise of humanitarian aid. Do you actually believe that this money is going to people who really need it? What a joke! Even though this money was appropriated under Bush's watch as well, I thought Obozo represented CHANGE I COULD BELIEVE IN. Or is it only selective change? Change in this sense for me would be to eliminate any of my tax dollars going to the UN for their corrupt dispersement to areas that home grow individuals who like to blow themselves up in public.

Well, in Washington terms $20M is just a small amount. And considering the billion we give Israel (Camp David accords), it's just a drop in the bucket. I'm rather surprised at the wording of the PD, usually they are more specific about exactly how the money can be used.

I'm not saying that I agree with it or that it is a good idea. For reasons I can't go into here, I would like to see us reconsider the Camp David Accords AND money to the Palestinians. The "Talullahhound Rule of Peace" says that when they get tired of killing each other, they'll stop no matter what we say or do; and regardless of how much money we throw at the problem. I'd rather spend the money on US infrastructure.

Agreed, they will stop killing one another IF they have had enough, and not before - set up the lawn chairs on the sideline and give it up. You can see the same by traveling up to Bombingham. When the citizens get tired of the killings, it will stop, until then - you can saturate the problem areas with law enforcement all you want, and will not solve the problem.

Hound, the cash, not commodities that we have given the United Nations Relief Workers Assoc For Palestinian Refugees if tallied up from 2002 to current is close to 150 Million. Below you will find how the UNRWA defines a refugee. Silly me, I didn't know that you could be defined a refugee and eligible for cash simply by being born into a family tree that includes a refugee from 1948. My sense of compassion is waning. This is as crooked as it gets and the Bush administration can be blamed as well. My point is, where is the change?



WHO IS A PALESTINE REFUGEE?

Under UNRWA's operational definition, Palestine refugees are persons whose normal place of residence was Palestine between June 1946 and May 1948, who lost both their homes and means of livelihood as a result of the 1948 Arab-Israeli conflict. UNRWA's services are available to all those living in its area of operations who meet this definition, who are registered with the Agency and who need assistance. UNRWA's definition of a refugee also covers the descendants through the male line of persons who became refugees in 1948. The number of registered Palestine refugees has subsequently grown from 914,000 in 1950 to more than 4.6 million in 2008, and continues to rise due to natural population growth.

Well, I guess we're seeing that the more things "change" the more things stay the same.

My father, a lifelong Republican, is beside himelf with this Administration. He's convinced we're headed for disaster. I'm not feeling particularly confident any more either.
