Lots of you have asked me what happened at the FERC meeting a couple of weeks ago. It took me a really long time to write my summary, linked below. Sorry for the lateness. In it, I also link some good coverage from the Outlook and WSFA and WAKA.

In it, I also link the site on FERC's website where you can e comment.

We have until August 13 to make comment on this. Please go to the site and fill out an e comment and let them know:

1. You support AL Power's request for a 7 foot winter pool
2. You support AL Power's request the optional full pool season to October 15

FERC made it clear that they only consider testimony given to them directly. So if you didn't speak at the meeting (or even if you did) here is your chance.

I cannot figure out why groups like the HOBOs and LMRA are not ringing the bell to remind people about this last opportunity to make yourself heard. This is a once in a 40 year chance we have here. Maybe LMRA and HOBO are like me, and haven't had a chance to sit down and do it yet.

Don't wait on anyone else's plea. Go comment to FERC right now. No need for a Gettysburg address, no need to tell them your life story. They are scientists and don't care. Just tell them how you feel about the above 2 measures.

Does require a few gyrations to register for the site but it was fairly easy to sort out.  They allow up to 6,000 words which is a lot.  Simple and to the point is better in this case.  Try to focus on raising the winter pool and extending the rule curve will not impact downstream stakeholders and that APCO has demonstrated that they can successfully manage the water levels.  FERC is not as sensitive to the financial benefits but they need to hear them anyway.

A tip to simplify the gyrations.  Where John included the text "Martin Dam Hydroelectric Project", P-349-173, only use the P-349-173.  I copied and pasted the whole thing because he said had to be entered exactly but you only need the last section.  Took me a couple of extra gyrations as MM put it to cypher it out, but being a graduate of the 3rd grade I was eventually able to do it.

I rarely take time to do this either, but here is what I said:

Dear Sirs:
I have been a landowner on Lake Martin for over 13 years and have recently made a substantial investment in a new home there. I plan on spending my retirment years there and truly want what is best for the stakeholders in the area.
My comments/ questions are as follows:

1. I fully support the current request by Alabama Power Co.to raise the winter pool level by three feet and extend the summer pool level until October 15.My willingness to increase my investment on the lake was partly predicated on the feeling that we would see some change in the operation of the dam that would leave us with higher water levels.

2. Newer and more modern weather prediction models should clearly improve the National Weather Service's ability to give the dam operators more accurate forecasts on rainfall, thus allowing them more time to adjust lake levels appropriately. 

3. What evidence has the FERC presented that diputes the studies done by the various stakeholders and Alabama Power in the relicensing request?

4. What criteria has the FERC used to base their assumptions that are different from those use 50 years ago? For example are you considering the enahnced ability of the NWS to predict weather patterns?

5. Has the FERC weighed the economic benefits of a higher winter level and extended summer level to the area versus the seemingly limited economic costs of flooding farmland down stream at a time when the land is not being actively farmed? If that is your main opposition to the power company's request, I request that you make those numbers from your study available.
