Green Structure at Elkahatchee

Does anyone know what the green structure is at the mouth of Elkahatchee? It looks like a pipeline bridge but has been sitting on the shore for a long time. Just curious about what it is, how long it has been there, and if there is a plan to use it or move it. Thanks

it use to reside at Manoy Creek and was the source of water for Dadeville. I believe that Dadeville started buying water from Alexander City and sold the opperation to them.
I suspect that it is just a floating piece of junk now.
