Yeah, I don't get that one either.  Read an interesting article in Foreign Policy the other day.  It was an interview with Hagel, the former Secretary of Defense.  He complained, as has Panetta and Gates about the micromanagment of the Pentagon by the WH.  Apparently, one of the worst offender was Susan Rice, the National Security Advisor.
