You really should ask Moscow Mitch about that. Both houses of Congress and the WH were in Republican hands for the first two of those three years. The Democratic House has passed many meaningful bills, but Moscow Mitch refuses to even take them up. Although he hates being called "Moscow Mitch" - because it's so accurate - he has chosen for himself the title of "the Grim Reaper." He bragged about holding up the prior administration as well.
