Not a Pop Up Blocker it is an IE Security warnings, right below the browser tab, which states

To help protect your security, IE blocked this site from downloading file to you computer. Click here for options ...

Version IE 8.0.6
Privacy Setting - LOW

Using IE 8.  Do not get them. 
On my site, cookies are required or it will not track thru the site.  Session only, so cookies expire when you leave the site.

I can't duplicate a problem under two scenarios.

Version IE 8.0.76 - Windows 7 - Privacy Setting MEDIUM
or
Version IE 8.0.6 - Windows XP - Privacy Setting MEDIUM

I suspect it could be the Facebook "Like" button again. That is why it was gone for awhile...

Let's try this one at a time... I've removed the like button... Do you still have a problem?

Try a Ctrl + F5 to clear your cache... It may have been a temporary problem that got stored in your cache.

I'm really leaning more to it being a Google Adsense ad.. Perhaps one ad in particular that cached a bad cookie. These client side problems are difficult to troubleshoot. The reason for the Ctrl + F5    Will anticipate more comments to determine the root cause.

i was not having a problem with this yesterday (at the time of this post), but this morning i am now getting an annoying beep and message!!!! change it back! i liked it better when it was only annoying 8!!!! :)

I am hacking into your server via Mercury Racing Software, Volume 6-445XR. I should have your problem fixed shortly. I will be making modifications to your server as well. I will be installing the Mercury Racing 1075hp program into your PCM555 controller. This new program upgrade comes with larger injectors, isolated supression wires and a smaller blower pulley. With the increased speed of the blower, it would be easy for the new wires to get caught in the belt and wrapped around the shaft. If that happens and they drag your injector in....

Ok, one day of reading developer comments, this was a facebook integration problem.

This is a harmless file, which normally loads in the background. The file requesting download is xd_proxy.css

Facebook has not setup their servers correctly & rather then load as it should, it's requesting a download. CNN and all other integrated sites are having the same problem.

I've disabled the member box at the top as well as the like button. If you still experience the issue, you will need to close your browser, clear your temporary files & cookies. Upon your return, you will notice that the issue is resolved.

I'll be monitoring this to see when it is permanently resolved.
