I got this off an article from Lake Lanier.
http://www.gainesvilletimes.com/section/6/article/69877/

When towing a tube, boats must have a wide-angled mirror or another person on the boat to watch the tube. Personal watercraft pulling tubes must have a driver and a lookout.

And boats and personal watercraft should be mindful of the 100-foot law, which mandates that drivers not operate at more than idle speed within 100 feet of a sitting object or a person in the water.

All personal watercraft used for towing any person shall be equipped with rearview mirrors. The mirrors must contain a minimum viewing area size of ten (10) square inches. Each mirror must have a minimum viewing area height of 2.5 inches and a minimum viewing area width of 4 inches. The mirrors must be attached or mounted on both the right and left sides of the personal watercraft so as to provide the maximum rearward observation by the operator. Mirrors shall not be mounted on the steering mechanism of the personal watercraft. The minimum combined viewing area of both mirrors shall be twenty (20) square inches. NOTE: An observer is not accepted in lieu of mirrors. (Violation results in a minimum $100 fine plus court costs.) There is no proximity law for Lake Martin (yet).

Seems I remember the BASS clubs beat back a law requiring 100 ft clearance around docks, other boats, swimmers, etc back in 2008.  Guess the state politicians like bass fishermen more than saving lives.  Take a look at the article below in today's Atlanta paper.  Twenty people were killed on Lake Lanier last year.  The article deals with the proximity law in Georgia and the need for enforcement.

With limited resources and personnel, enforcement of laws will continue to be a problem, whether it's a proximity law, a speed limit, BUI, or just general rules of the road. I tend to agree with the article that there are many operators of boats and PWC that shouldn't be, and that certainly holds true for Lake Martin. There have been numerous posts on the forum referencing Lake Lanier and hoping that Lake Martin would not become a similar recreational area. Let's not let it happen. Be a safe boater and support safe boating laws.

Check out Lake Martin Alabama Edition of Lake Magazine July 2012 addition in which Charles Bordon, president of Lake Martin Resource Association states that "LMRA will continue its effort to have a '100 foot proximity' ruling issued in Alabama that will provide protection for property owners and will satisfy the interest of all stake holders. . . . Boaters are encouraged not to operate a vessel or ski, tube or wakeboard in narrow sloughs.  Boat operators should stay at least 100 feet from a shoreline adjacent to a full-time or part-time residence, floating dock, piers, another moored or anchored boat or person in the water.  PWCs should stay away from piers and floating docks.  Common courtesy needs to be practiced" (76).

The only problem I see with this 100 foot rule is it should be accompanied by a requirement that boats not anchor in the middle of open areas. I still remember a couple of boats tied up in the middle of a very large open area of the lake complaining to us that we were making waves from our skiing. I politely told them that they needed to either move to a protected cove or deal with the waves because that open area is exactly where you should pull skiers, tubes, etc.
