OK pulled all the old floatation out of my floating dock today. I know I'm a little late. So now, what do I do with it?

Had to put mine up for a while and let them dry out, then burned them.  Took several months to dry.  Makes some nasty smoke that you probably don't want anybody to breathe.....

in the past week I have noticed that AL Power shoreline permitting guys have put out inspection notices on a couple of floating docks that have white styrofoam. The letters say, essentially, you have to replace this stuff.

Why don't you call Alabama Power and ask them.  They were the ones who told you to remove it.  Fair question, I think.

I took my white beaded flotation logs to the inert landfill in Alex City.  This was several years ago and I had to pay a fee since I did not live in the Alex City city limits.  I'm not sure that they still allow this, but you might want to check.  Otherwise, call your county commissioner and get his/her input.
