“Progress toward integrated classrooms has largely been rolled back since the Supreme Court issued its landmark Brown v. Topeka Board of Education decision 60 years ago, according to a report released Thursday by the Civil Rights Project at UCLA. Blacks are now seeing more school segregation than they have in decades, and more than half of Latino students are now attending schools that are majority Latino.” 

“Many blame the schools for failing, or teachers, but they never blame the bad policies put in place in schools," Griffin said. "A teacher can only teach to a certain extent with the resources. It's the policies put in place that's (SIC) failing the students." [AP, 15 MAY 14]

This segregation does not have a basis in color… it is based on culture… specifically, behaviors associated with certain cultures. Even more specifically, DISRUPTIVE behaviors associated with certain cultures. 

When bad behavior creates so much noise that the signal of education is, or nearly is, cancelled, those families who can move their children to more educationally conducive environments do so. When it comes to education, families who care about their children ALWAYS seek to improve the signal to noise ratio… more education and less chaos.

Certain cultures, enslaved by the entitlement programs and misdirection of energy… do not promote… do not enable effective education. Education and civil compliance are the only means of permanent escape to a better life. Education and civil compliance are not featured activities in an entitlement culture. 

"Behavior is a result of its consequences" (B.F.Skinner). Entitlements empower indigence. Indigence begets false self-esteem. False self-esteem is the essence of bravado and the father of fatherless children. Fatherless children have no one who cares about signal-to-noise ratio. 

Hmmm… I may have stumbled onto something:  Entitlement programs promote segregation.

I just read in the Montgomery Advertiser that the Nationwide integration of black students into white schools is at the same level it was in 1968, about 28% of blacks attend a school that is mostly white.  The great social experiment of Lyndon Johnson has failed totally because people will choose the culture they want to be in and raise their family in and no guvment can prevent it...yet.  O-BAMA is working on that with his HUD plans to infiltrate white neighborhoods with minority plants, but that won't work either.  They just don't get it.  BTW, CA and DC are two of the most segregated systems in the country.
