GRUBER: This bill was written in a tortured way to make sure CBO did not score the mandate as taxes. If CBO scored the mandate as taxes, the bill dies, okay? So it's written to do that. In terms of risk-rated subsidies, if you had a law which said healthy people are gonna pay in... If you made it explicit the healthy people pay in and sick people get money, it would not have passed, okay? Lack of transparency is a huge political advantage. On another occasion, referring to the so-called "Cadillac tax" on high-end health plans, he said: "They proposed it and that passed, because the American people are too stupid to understand the difference." (October 2013 event at Washington University in St. Louis)

I would assume Mr. Gruber was referring to the electorate that supported this monstrosity of a bill including numerous posters on this forum.  The rest of us informed voters knew it was a huge pile of excrement from the start.

Heard this on the news today being likened to Stockman's comments about trickle down economics.  Said no one understood it, not even the Administration, but it sounded good so they went with it. 

I think politics basically assumes the voting public is just too stupid to figure out what is going on.  If you say things with authority, most people will assume you know what you are doing, but a lot of the politicals are just winging it.

It is easy for AU to be against Obamacare since he is covered under a Single Payer government run insurance plan called Medicare. The Right promised a medical plan after Hillary Care went down to defeat. Yet, they did nothing so we have Obamacare.
