My source tells me the Treasury has excess foreing cash and this was a great way to reduce the amount being held. Further, the future value of the dollar compared to foreign currency was also a factor. Makes sense to me but then I trade currencies.

Are you kidding me? The United States is 20 trillion dollars in debt and we have foreign money lying around that we are trying to find a way to get rid of. Also, another coincidence that the money just happened to arrive on the same day that the prisoners were released. The total amount is 1.5 billion. The difference $900,000,000 is interest. Shows you compound interest. The court case  goes back to Reagan selling arms to the Shah.

Actually it was Carter and included airplanes made in Marietta, GA.  The Shah sent the money but before the goods were delivered the Shah was toppled and the purchases were embargoed and the money kept.
