The Dadeville Record record reported on new shoreline development guidelines to begin in July. Some measures are pretty astounding! I thought, at first, that it was an April Fool's issue...but apparently not. I will attempt to post a link to the article here but, in case it does not work, I will list the main points here:
1. All new shoreline building (seawalls, piers, pier add-ons, boat houses, etc) will require a $250 permit starting in July. This applies to all
improvements but not to repairs.

2. When you sell, the buyer is reponsible for forking over another $250
as a transfer fee....this, to me, is double-dipping and excessive!

3. Business permits will run in the $1000 range.

4. ALL new seawalls must be done with rip-rap!!....this is where I thought it was an April's Fool' s joke!

5. Violators will have 2 options--either tear it down or pay a fine!

6. Enforcement to include satellite surveillance!!....gotta be April Fools...but apparently not!

O.K. ...here goes the link hopefully...if it fails, I will come back and try again.

While I may not agree with all the changes, I do applaud the requirement that proof is furnished that an old dock is dispposed of an not just cut loose to become a hazard to all boats and PWCs. If people would use common sense, laws and requirements would not be necessary

The Dadeville Record is in error. New seawalls must have rip-rap PLACED IN FRONT OF THEM. The Lake Martin Journal has an article about the changes in the April issue.

Am I correct that this is only an APCO requirement??

But is this for only APCO controlled property or the whole lake (which is controlled by APCO anyhow...APCO for years has had convenants on the proeprty it sold or leased...but wouldnt do anything on other property

Notice how they say "OR" pay a fine....not "AND" pay a fine? That sounds like someon'e hand is pilfering the cookie jar, but, after Tallapoosa Cty prop taxes rose a few years back with nothing to show for it as of yet....nothing surprises me......
Rip rap alone is the best seawall available....being forced to add it in front of other type walls is a great idea....it'd be better if APCO furnished and paid for it though...:)

Although a permit fee hike is a bit hurtful to homeowners, doesn't anyone have anything positive to say about the trend in tallapoosa county of requiring inspections, permits, fees, standards, guidelines, etc? There are certainly a handful of skilled contractors in the lake area, but there are far more hacks and permitting and inspecting is a way of making sure that these hacks don't keep at it...I recently observed firsthand on a multimillion dollar lakehome some of the shoddiest and most hazardous work I have ever seen in 10 years...electrical that would burn a house down, framing that wouldn't support a dogturd, etc. I think that any program that mandates some oversight and inspection of the work done by the majority of alabama "contractors" can be nothing but a positive effort at improving the quality of the area. Now, if they can just get more than ONE inspector.....

If this results in Al Power being able to properly enforce the existing regulations I'm all for it. I hope the money goes to the right place and this is not just another tax. I think that the lake is getting ready to undergo some big changes and I hope the growth is controlled.

The $250 is new but not the requirement for rip-rap.
I acquired a permit for a new sea wall and boathouse last summer and the rip rap was a new requirement.
I know Willard Bowers who is responsible for this and he is just trying to protect the lake for future generations.

I am a little confusd as to the logic of requiring rip-rap if I build a seawall. Why build a seawall when I have to rip-rap also. Seems redundant to me. Anyone explain?

Rip Rap performs 2 basic functions according to APCo:
1. Helps prevent erosion of footings for sea wall
2. Provides fish habitat

I think the purpose is to help keep the seawall and retained soil intact. When a seawall fails many times the soil washes out from behind the wall at the bottom so I would think that the rip-rap would mitigate that. Of course if the footings are put in properly that shouldn't happen.....
