There are release requirements that must be met ... they can't just decide to release or not release.

I'd be as happy with more water as anyone, but "whats going on" is exactly what is supposed to be going on given current agreements and regulations. If the regulations are changed or variances are granted, we will see more water. Given that the watershed is saturated I'm not very worried about 2009, but a higher winter pool agreement makes sense for the future; the best thing to do is stay informed and support the long term effort to make changes. If changes are not made, 479-480 will continue to be normal for the end of December...... drought or no drought.

You pose an interesting and justified question. Alabama Power has already requested and received approval form the Corps to raise the winter level of Lakes Weiss, Logan Martin, and Harris (Wedowee) temporarily as well as start the refill about a month earlier this coming year--just as they did last year.
Because Lake Martin is an older lake and does not come under the direct control of the Corps, APCo must apply for the temporary variance from FERC. APCo has announced to the media and on the Corps Drought Conference Call that they intended to file for the variance, so we can hope that the variance has been requested and we should see an early refilling of the lake. The basis for the variance is low long range rain predictions (3 mos) by NOAA and the Corps.
Releases are being made to keep the lake levels within the current rule curve which calls for a 480' level at this time. There are no downstream requirements that Lake Martin must meet with daily releases, as was evidenced last year when no releases were made for several weeks.

I think that the issue is the status of the application for the variance. Obviously, it hasn't been granted yet since they are releasing water, but when will they know if their request has been granted?

Last winter the lake was granted a variance to allow it to keep levels up and this year the same variance wasn't granted. Rainfall over the last 30 days is above normal and we close to normal for the last 60 days. I suspect they don't have the same level of concern about the drought at this point in time as they did last year. If you look at the rule curve they are right on track. The question is what they will do should we retunr to below normal rainfall. I assume they will reduce the out flow to closer to minimum flows require by permit.
As much as I am no huge fan of APCO they do seem to have managed lake levels better in the last year and haven't made the same faux pas as the COE at Lake Lanier when the gauge stuck. I would give them the benefit of the doubt that that they will maintain the level around 480.0 until they don't and then we can begin to apply some pressure. They have to balance the needs of the lake owners and businesses, businesses that rely on adequate flow in the Alabama River and their own power generation and seem to have a better balance. Let's watch the water levels over the next few weeks and see what they do.

WW, since many think that I am you and you are me, more t than in just spirit, I shal point out therror in your ways. Tou don['t really have GF on iggy. You own post proves it. If you are going to say such things, you need to know the 'rules' of IGGY. I know this becuase I have used the same data to to prove and know in my heart who was lying about having me on iggy. I am NOT going to give away my not so secret method of testing the iggy theory though. You must pay better attention, or get the facts from Webmaster. Yours was a common mistake of those that like to lie about using iggy. so don't feel bad. You are in excellent company of feb, lakeman, osms and the all the other fine HOBO members.
