Your neighbor might not be aware that he is bugging you. Ask him to adjust them. The worst he can say is "no".
I asked each of my neighbors if my low voltage bulkhead lights (no spotlights) bothered them. None minded. One asked me not to black them out toward the water because he needed them for navigation after a long night on the water.
