At the point where the driveway meets the road have a berm built across from curb to curb which is rounded so you can drive over it. Similar to a small speed bumb in a road. Then have them extend from the berm asphalt down the friveway about 10 ft so you have road, the berm, and a short section of asphalt covering the beginning of the driveway. The berm will be high enough so when the water comes down the raod it continues on past your driveway rather than coming down it.

The other solution would be to asphalt or concert the entire driveway.

I am not in the business but we faced a situation where we wanted stone driveway which was about 100 feet down hill from the road. The road was also a hill coming down. We were getting the driveway washed out and they put in the berm and tied it into a small asphalt apron and the problem was solved.
