They may be waiting until the current rain events complete their cycle and we return to drier weather.  There is plenty of water in the watershed to fill it up in the next few days, and the forecast for later in the week is for much smaller rain chances.

Then again, maybe they won't let it fill.  I often wonder who decides when to run the turbines, and how many to run.  We need to find out that person's beverage of choice and ensure his or her cupboard is never empty!
