I searched online for the Stillwater Declaration. Section 6 Item 22 of the online Declaration is dated 1998 states that “dogs and cats are not allowed to roam and dogs must be within a fenced area or on a leash.”

Can you explain the inconsistency with your statement that there is no leash law within Stillwaters?.Also, it states they must be within a fenced area so control should not be a question.
