None that were remembered very well......ala Neville Chamberlin.  History is not kind to leaders that have all the evidence in front of them but because they are either craven, politically motivated, stupid, or some combination of the three decide to either not move at all or to take half measures that are totally ineffective.  Time will tell whether WOTUS is in this category but if history is any guide I would not be optimistic.  

What do you want to bet that the WH will have to approve all the tactical aspects of any military action?  So we will have a bunch of pointy headed academics directing the military......when has that ever worked?  What we do know works is for the politicians to decide on their objectives for military action and then turn their military loose to break things and kill people until that objective is reached or it becomes apparent that it cannot be acheived through the use of force (something you would hope they would determine up front).

So the short story is after months of dawdling on the issue of ISIS the political pressure from a couple of beheadings has caused enough political fear for him to pretend to do something.
