Deal with the people that can't get insurance but actually want it instead of screwing everyone's insurance up.  They need to deal with portability.  Allow insurers to sell health insurance across state lines like every other kind of insurance.  Create high risk pools to deal with pre-existing conditions.  Tort reform so doctors will not be forced to practice defensive medicine.  Let states experiment with state exchanges without all the stupid Obolacare rules and regulations.  If a state want to mandate insurance like some have let them have at it and watch them crater if they are stupid in how they do it.

Government does almost nothing very well except kill people and break things but let it happen at the state level.
